How to find Renewable Energy RFPs

For renewable developers and EPC’s, finding renewable energy RFPs can be challenging. Finding the best opportunity for your project and keeping up with high value RFPs is key. You want to find them early enough so you don’t miss out on an opportunity and have enough time to prepare a good response.

Types of Renewable Energy RFPs Sources

There are several sources for finding new renewable energy RFPs:

  1. RFP aggregators – Energy Adepto
  2. Utility websites
  3. Procurement portals
  4. Google search
  5. AI search

RFP Aggregators

Utility websites

Some Utilities will post energy RFPs on their website. However, they might post them on various places. Some have procurement portals, others post on a website page, others have RFPs managed by consultants who have their own procurement sites.

Procurement portals

Some Utilities use procurement sites to manage the procurement process. They often use these for general services and products and in some cases for Renewable Energy RFPs. However, since Renewable Energy RFPs are unique in scale and regulatory requirements, Utilities will often perform them outside of the procurement portal.

Google search

You can sometimes find energy and utility RFPs simply through google search. It’s best in this case to narrow in on the date and geographic area. By default, google might provide you with searches in your area, so be sure to expand the search if you have projects elsewhere.

ChatGPT/AI search

ChatGPT or other AI tools can be used to search and summarize results. However, I’ve noticed it tries to summarize too much and misses out sources that are not SEO or AI search friendly. Utilities post RFPs without necessarily keeping them very SEO optimized, so it is not very surprising that they are not always found.

Industry

The types of RFPs you are looking for depend on the scale of the project such as solar for commercial/industrial vs utility-scale.

Commercial/Industrial

Commercial and industrial RFPs are not necessarily required to post public solicitations. These can be found either through dedicated commercial and industrial procurement sites or direct connections.

Utility-Scale

Utility scale solar RFPs are more public and open solicitations. Usually state dependent, but there are some regulations around submitting RFPs and making the process more public. The Utility needs to get their plans and project selections approved by the state’s Public Utility Commission. It is easier to persuade the PUC that you are making the right choice when you can demonstrate that you have a competitive process to select the best project that fits the Utility’s portfolio.

Renewable Energy RFPs – 2025 Examples

Some examples of Renewable Energy RFPs in 2025 include:

  1. Dominion Energy Renewable and Energy Storage PPA 2025 RFP
  2. New York 2025 RES Solicitation for Tier 1 RECs
  3. PacifiCorp 2025 Oregon Situs RFP

Dominion Energy Renewable and Energy Storage PPA 2025 RFP

Dominion Energy is seeking proposals for new renewable energy (solar, wind) and energy storage projects under long-term PPAs. Projects must be new, located in Virginia or North Carolina, and operational by the end of 2029, with clear technical and interconnection requirements. Additional evaluation preference is given to distributed projects under 1 MW and those using previously developed sites.

New York 2025 RES Solicitation for Tier 1 RECs

NYSERDA’s Request for Proposals (RESRFP25-1) to procure approximately 5.6 million Tier 1 Renewable Energy Certificates (RECs) annually through a two-step process. Step One requires Proposers to submit an Eligibility Application by October 21, 2025 at 3:00 p.m. ET via electronic submission, demonstrating that their facility is Tier 1 eligible, with eligibility notifications expected by October 30, 2025. Only those who pass Step One may proceed to Step Two, where Bid Proposals must be submitted by December 4, 2025 at 3:00 p.m. ET and will be evaluated based on whether the bid price does not exceed the Benchmark Levelized Net REC Cost and meets all Minimum Threshold Requirements, followed by competitive evaluation on price and non-price factors.

PacifiCorp 2025 Oregon Situs RFP

PacifiCorp’s 2025 Oregon Situs RFP seeks new or existing renewable energy projects of at least 1 MW, including wind, solar, wave, geothermal, hydroelectric, biomass, and resources with storage such as batteries, that must be operational by December 31, 2029. Resources must comply with Oregon House Bill 2021 emissions standards and achieve Oregon Department of Energy certification within 90 days of operation for Renewable Portfolio Standard eligibility. Bidders must demonstrate interconnection capability through a completed system impact/facilities study or signed agreement, provide proof of long-term firm transmission for third-party transmission, and meet technical requirements for Automated Generation Control, Automatic Voltage Regulation, and NERC standards. The RFP accepts either Power Purchase Agreements for energy, capacity, and attributes or Energy Storage Agreements with contract terms ranging from 5 to 20 years, with PacifiCorp maintaining full dispatch control over storage resources.

Finding Renewable Energy RFPs

There are several different sources to keep up to date with energy RFPs. The sources you use are highly dependent on the scale of the project. Sources include RFP aggregators, utility websites, google search, and AI search. RFPs from commercial and industrial tend to be lower value but faster moving.
